A Cardiff property manager has been fined for failing to properly manage the risks from asbestos at one of his premises.
The Health and Safety Executive (HSE) prosecuted Richard Hayward of Cardiff Bay over failings at the former Rhondda Pressing building, located on the Penygraig Industrial Estate.
Trading as Richard Hayward Properties, Mr. Hayward managed the property on behalf of a company called Guinevere Holdings Ltd.
Pontypridd Magistrates’ Court heard that Mr. Hayward had let out part of the building in 2007 but it was only in 2008, when a request to provide and asbestos survey for insurance purposes was made, that the presence of asbestos insulating board (AIB), roof tiles and brown and blue asbestos was indentified in the presence.
An HSE investigation found that there was a risk of exposure to asbestos due to the poor conditions the asbestos was found in.
The court heard that between 2005 and 2008, three companies had occupied the building. During this time, structural work had been carried out to install a partition wall and contractors were hired to carry out electrical works.
A Birmingham contractor, Redditch freight firm and its managing director have been prosecuted for putting at least 20 people at risk of exposure to asbestos.
The Health and Safety Executive (HSE) prosecuted Avon Freight Group Ltd (AFG) and its managing director Simon Poole. Builder, Ronald McPhee has also been prosecuted, over the exposure during work to convert a unit in Hemming Road, Redditch, into a new storage centre and headquarters for AFG.
Asbestos insulation board (AIB) was indentified in a number of partition walls whilst a survey was carried out by AFG’s architect. The company wanted the walls demolished and obtained quote estimates for its removal from three licensed contractors.
The Worcester Crown Court heard that Simon Poole instructed builder Ronald MacPhee, whom was carrying out minor refurbishment works on the site, to carry out the work even though he was not licensed.
Almost 1.5 tonnes of asbestos insulation board was removed by the builder and his workers; it was then disposed of as asbestos cement which can be disposed of without a license. This was carried out sometime between 24 April and 16 May 2008.
COUNCIL experts are investigating concerns demolition rubble left at the site of a former social club may be contaminated with deadly asbestos dust.
East Staffordshire Borough Council has warned the public to stay away from the scene while tests are carried out at the flattened Belvedere Park Club in Burton.
It said it would take “appropriate action if necessary” should traces of the silent killer be found.
The once-popular club was bulldozed in June, but demolition workers exercised caution when asbestos was detected in some of the buildings.
At the time, warning letters were issued by the firm carrying out the work, urging residents to close windows and doors as a precaution.
