An HSE survey and follow-up inspection initiative has revealed that 72 per cent of councils in England are managing asbestos in their ‘system-build’ schools in accordance with the appropriate procedures.

A common feature of system-build schools, many of which were constructed between 1945 and 1980, is that structural columns were fire-proofed with asbestos-containing materials (ACMs) and enclosed by metal casings, or cladding.

To assess how well local authorities in England are meeting their legal obligations on managing asbestos in such schools, the HSE carried out an online questionnaire. Of the 152 councils in England that have responsibility for providing education, 110 satisfied the HSE, via their answers to the survey, that they have systems in place to comply with the Control of Asbestos Regulations 2006.

The remaining 42 local authorities were visited by HSE inspectors to ensure that they were also managing the risks from asbestos. These inspections resulted in 32 councils being given further advice about practical improvements and 10 authorities receiving enforcement notices to improve asbestos-management standards − covering issues such as training and the need to provide information for tradespeople carrying out work on school premises.

Commenting on its findings, head of the HSE’s public-services sector, Rosalind Roberts, said: “We are satisfied that most local authorities were taking their responsibilities seriously when it comes to managing asbestos in system-build schools.

In May 2011 we achieved UKAS Accreditation for our bulk analysis laboratory. The office is run by an experienced team and continues to grow, servicing both a mature existing client base and a new developing client base.

BACKGROUND

Redhills have been conducting works within Scotland for the past 8 years for our National Client Base. 2009 saw a number of contract wins in Scotland prompting a team of staff to be employed in Scotland working as home workers to facilitate contracts.

In 2010 due to further contract wins and strategic growth plans for the business a new office was opened. Within several months the resources within the office have substantially increased and the client base has grown and matured. The office facilitates a number of framework contracts as well as working with a large number of ad hoc and reactive works and supporting our National Contracts. We continue to grow this office and recruit within the Region. The office provides asbestos consultancy services throughout Scotland.

MIDLANDS OFFICE

BACKGROUND

Redhills Midland office opened in 2003 after a number of successful contract wins in the region. Our core staff worked with a stable client base for a number of years meeting the requirements of both local and national clients. In 2010 larger offices were moved into within the same property to support additional staff that were employed in the region to facilitate new contract wins.

The office facilitates a number of Framework Contracts in a number of sectors including University of Reading, University of Cambridge, Sainsbury’s, Screwfix, Specsavers and Birmingham City Council. The office continues to look for key areas of growth and additional staff will be brought in to facilitate this where required.

BACKGROUND

Redhills, Wales and Western Office originally opened in Chepstow in 2000. As the resources within the office expanded and the office begun to secure more work there was a need to increase the office size and we moved offices into office accommodation at Conway House.

On 31st October 2006 we gained UKAS accreditation for this office. In 2010 we moved into a larger unit at the same site and a laboratory for the analysis of bulk samples accredited to ISO 17025 was opened with a full time laboratory analyst facilitating sample analysis across Midlands, Wales and the West. The office has a firm client base managing both local and national contracts and offers both planned and reactive works across Wales and the South West of England.

SERVICE – Asbestos Assessment

IndustrialBackground

A distribution centre based in the North West of England occupying a former asbestos processing factory. This global distribution company is committed to managing asbestos in its non-domestic properties. Following a review of a third party asbestos survey several areas containing high-risk asbestos containing materials were identified.

The client recognises and is committed to providing a safe working environment for all employees and complying with current UK asbestos regulations. The challenge facing this distributer was to assess the scale and nature of the problem quickly in order to take the appropriate action whilst maintaining a distribution facility working to strict stock movement deadlines.

Project Details

Redhills were employed to carry out an urgent review of all asbestos information pertinent to the sites and make recommendations. A Principal Consultant was able to attend site within a few hours of the initial instruction.

SECTOR - Domestic Premises
SERVICE - Asbestos Surveys

Background

Although Domestic Premises are not included within Regulation 4 “The Duty to Manage” of the Control of Asbestos Regulations (CAR 2006) they are still wholly appropriate to Registered Social Landlords (RSL’s). There is still a duty to manage all communal areas in line with Regulation 4 and by virtue of the fact RSL’s are sending employees to work within Domestic Premises they are still a duty holder in this respect and have to fulfil their obligations under Legislation. HSG 264 has also provided some further clarification with regards to management of asbestos in domestic premises for RSL’s and further information can be found on this in the white paper section of our website.

We work with Registered Social Landlords across the UK undertaking asbestos consultancy activities in houses, flats, high rises and communal areas. The project detailed below is a Registered Social Landlord in Scotland.

Project Details

The contract was procured in 2010 on a 4 year framework after a robust tender process. The two work streams for this RSL are management surveys to provide asbestos register data and facilitate routine maintenance works and Refurbishment and Demolition Surveys to enable the demolition of properties.

Asbestos Surveys

The Control of Asbestos Regulations 2006 requires a suitable assessment of asbestos to be undertaken that incorporates both identification and assessment.Asbestos_Surveying_1

A key stage in managing asbestos is to identify the location, type, condition and extent of any ACM’s. This can be achieved by carrying out an asbestos survey.

Do I need an Asbestos Survey?

If you are a duty holder with responsibility for buildings constructed pre-2000 you will probably need a Management Survey to assist in the mangement of asbestos (and protection of your employees health).

Or, If you are set to undertake any refurbishment or demolition works, you need to have a Refurbishment and Demolition Survey carried out before works commence.

Why would you need our Analytical Services?

Analytical services can be categorised into two main types;

(i) analysis of bulk samples for asbestos fibres and
(ii) analysis of air samples for measurement of respirable fibres.

These tests can be undertaken to determine if asbestos fibres are present and the concentration of fibres in the air. CAR 2006 requires employers to prevent the exposure of their employees to asbestos

SERVICE – Asbestos Consultancy Services

Background

As with all retail groups, high street banks have many and varied compliance requirements in relation to asbestos. The Bank have appointed Redhills as their approved asbestos consultant for the past 3 years. This contract encompasses all aspects of asbestos management including Management and Refurbishment / Demolition surveys, annual re-inspections and air monitoring.

The portfolio covered within the remit of the contract includes not only all the high street branches but all commercial office premises and warehousing locations nationwide. The contract also extends to working directly for their sub-contractors for the ongoing branch redevelopment programme.

Project Details

The Bank contract works in two distinct ways. Firstly, operating directly for the Bank to assist their day to day compliance with Regulation 4 “The Duty to Manage” of the Control of Asbestos Regulations (CAR 2006). This element of the contract involves carrying out planned and programmed Management and Re-inspection surveys across large numbers of branches. These surveys are conducted discreetly during opening hours whilst not disturbing branch operations.

SECTOR – University

SERVICE – Asbestos Management

Background:

Regulation 4 ‘the duty to manage’ is directed at those who manage non-domestic premises: the people with responsibility for protecting others who work in such premises or use them in other ways, from the risk to ill health that exposure to asbestos can cause.

We were employed by the University to undertake asbestos management surveys as part of a stringent tendering process , in order to comply with regulation 4 and their own asbestos management policy. Whilst the University had previously had surveys carried out they felt they weren’t comprehensive and hence put the work out to tender.

Project Details:

The contract period to survey the University portfolio was for 10 calendar weeks to survey some thirty premises.

As part of the tendering process we were also required to provide information in a specific format in order for the data to be uploaded into their Archibus system.

Carnaby Street redevelopment of 1950’s structure to provide new commercial and retail space to prime location.

About the project:

Deconstruct UK Ltd takes on a Carnaby Street project in order to provide new commercial and retail space.

This project on the busy pedestrianised Carnaby Street in London.

This presented numerous logistical issues, not least of all supplying materials to and from site.

The site had suffered bomb damage during WW2 and required extensive underpinning and ‘King Post Walling’ to retain the roadway (Carnaby St). Demolition works adjoined grade two listed structures with temporary support and therefore, had to be very versatile to accommodate the anomalies of structures from this era.

The works had to be coordinated into the bespoke restrictions working on the Carnaby Estate.
