BACKGROUND
Redhills have been conducting works within Scotland for the past 8 years for our National Client Base. 2009 saw a number of contract wins in Scotland prompting a team of staff to be employed in Scotland working as home workers to facilitate contracts.
In 2010 due to further contract wins and strategic growth plans for the business a new office was opened. Within several months the resources within the office have substantially increased and the client base has grown and matured. The office facilitates a number of framework contracts as well as working with a large number of ad hoc and reactive works and supporting our National Contracts. We continue to grow this office and recruit within the Region. The office provides asbestos consultancy services throughout Scotland.
Asbestos is responsible for more than 4000 deaths every year with approximately 20 tradesman dying each week due to asbestos exposure.
The word mesothelioma is no longer ‘unknown’, lately the four asbestos related diseases are being spoken of everywhere as to increase awareness of this hidden killer, but why is the asbestos topic so frightening?
Asbestos exposure can cause four main diseases; mesothelioma the most fatal, is a cancer of the lining of the lungs and is almost exclusively caused by exposure to asbestos. There is also the chance of developing asbestos related lung cancer which could be equally fatal.
Asbestosis which is a scarring of the lungs is not always fatal but can be a very debilitating disease, greatly affecting quality of life. The fourth asbestos related disease is diffuse plural thickening, a thickening of the membrane surrounding the lungs which can cause breathing problems.

A director of an asbestos surveying firm failed to identify 1252 square metres of asbestos insulation board (AIB) and lagging while carrying out an asbestos survey.
Leicester magistrates heard on 11 March that Shay James, a director of Redditch firm Amencon, which has since ceased trading, was commissioned by Bovis Homes in August 2008 to carry out a type-three (demolition or refurbishment) asbestos survey of a factory unit in Leicester that was to be turned into a new housing development.

A larger than expected amount of asbestos has been found during refurbishment work at Derby City Council’s headquarters. The Council House in Corporation Street closed in December ahead of the £34m redevelopment.
The Tory-led authority said it was confident it could meet the cost of clearing the asbestos within the project’s budget. Inspections are ongoing to establish how much extra work will be required.
The discovery was made during a “thorough asbestos survey”, according to the council. A spokesman said: “This confirmed significant amounts of asbestos in the internal structure of the Council House.
A COMPANY working on Teesside for more than 40 years has sealed a new deal with BP.
CPD – formerly Cleveland Process Designs – has been awarded a contract to carry out an essential asbestos survey of the BP gas terminal in Dimlington, Humberside.
CPD will carry out the work using their “iSurvey” Asbestos Management system, after its success on BP’s offshore platforms.
Peter Coulman, managing director of CPD, said: “We are delighted to be working once again with BP and very pleased that such a highly respected organisation has recognised the value and efficiencies of one of our flagship products”.
CPD has an in-house team of highly qualified asbestos surveyors to carry out the work. One of the key benefits of iSurvey is that the control of asbestos can be managed from one monitoring system within the workplace.
Peter continues: “The BP Dimlington contract is an extremely significant piece of work for CPD, as this is first time that iSurvey has been used to complete a full site survey onshore and we are confident that it will be prove just as successful as the offshore work we have carried out for BP recently.
“We are looking forward to rolling this out across more BP onshore terminals in the coming months.”

Venture Housing Association in Liverpool have appointed North West based Pennington Choices to carry out asbestos surveys and testing ready for their Kitchen and Bathroom refurbishment works to begin. The appointed contract is for 66 properties, including flats, houses and bungalows and has begun this month.
This is the 2nd major asbestos contract awarded to Pennington Choices, in the North West, since acquiring Bromley based Invicta Analytical Services in August of last year.
Dr Paul Wright, Head of Asbestos, Invicta, “We are very pleased to have been awarded the contract for the asbestos surveys and testing by Venture Housing, we hope this will be the beginning of a strong partnership with Venture Housing and also help increase our North West asbestos client base.”

The Exova testing laboratory in Runcorn has extended its national accreditation to include asbestos fibre testing in soils.
This extension, to ISO 17025 of the United Kingdom Accreditation Service (UKAS), covers the identification of asbestos in samples where it is possible to pick out discrete pieces of asbestos containing materials and also where asbestos is present as dispersed fibre in the soil.
Prior to this the laboratory held the accreditation for the identification of asbestos in building materials.
Retailer admits not conducting proper survey before refurbishment work at Edinburgh branch.
John Lewis PLC is facing a large fine after admitting failing to do proper checks for asbestos while carrying out refurbishment work at a city department store.
Edinburgh Sheriff Court heard renovation work was being carried out over four days at the management suite at the city’s St James Centre in July 2008 when asbestos was discovered at a board between two radiators. Workers covered it in a bag and then reported it to management.
A check was carried out and the board was sent for analysis but work was allowed to continue when the site should have been shut down. It was only when the results came back positive that the project was halted.
The court heard around 15 workers could potentially have been exposed to the harmful substance.
Fiscal depute Maureen McGovern told the court that a Type Three survey should have been carried out either by John Lewis PLC or Morris and Spottiswood, the contractors, before the project was commenced. This did not happen.
The court heard a Type Two survey was carried out but was not thorough enough as the board went undetected.
Miss McGovern said that it can take 40 years for affects of exposure to asbestos to become apparent. She added there were around 4000 deaths every year in the UK due to asbestos.
Minimal exposure
A survey of the department store after the incident showed that asbestos had not spread out of the management suite and although there was exposure it was minimal.
John Lewis PLC and Morris and Spottiswood each admitted three charges under the Control of Asbestos Regulations 2006, Construction (Design and Management) Regulations 2007 and Management of Health and Safety at Work Regulations 1999.
Defence lawyer Robert Fife for John Lewis said the department store, which announced pre-tax profits of £306m in March, apologised for the incident. He said the company, whose director sat in court to listen to proceedings, had spent some 3000 man hours and £100,000 carrying out detailed post-incident work to ensure nothing like this would happen again.
He said: “It is highly unlikely there will be any similar incident involving John Lewis PLC across the country. John Lewis PLC have a long-standing relationship in the community and have no interests in harming people, it is not how they work. It has been embarrassing for them that this has happened. Their reputation is everything.”
The British Occupational Hygiene Society [BOHS] announced the closure of the Asbestos Building Inspectors Certification Scheme [ABICS] last week. This means that individual Asbestos Surveyors who don’t work for UKAS accredited organisations, can no longer demonstrate competence, as recommended in HSE’s guidance HSG 264: Asbestos, the Survey Guide.
The failure of the ABICS follows on from a similar scheme established jointly by the Royal Institute of Chartered Surveyors RICS and the Asbestos Removal Contractors Association (ARCA).
This scheme failed due to a lack of voluntary support. John Richards, Managing Director of UKAS Accredited Asbestos Survey Firm, Thames Laboratories said:
“In other correspondence issued by ABICS they have indicated the only 30% of candidates passed the initial certification leading to competency. This figure is similar to that of the NIACS scheme and raises the question about the thousands of individuals undertake asbestos surveys in terms of competency and ability to perform the task. Given the failure of both ABICS and NIACS we would hope that compulsory accreditation is only a short way off”.
Steve Perkins, Chief Executive of BOHS, states, “Despite the support of the Health and Safety Executive [HSE], the cooperation with UKAS, and the high level of initial interest from individual surveyors that ABICS has always generated, we have come to the conclusion – after eight years of significant and unsustainable investment – that a voluntary certification scheme is not viable in the extremely competitive environment of asbestos surveying.”
It was recognised many years ago that there are individual asbestos surveyors who are competent but who operate as sole traders or in small companies outside UKAS accredited organisations, and who are not likely to apply for UKAS accreditation for commercial reasons.
The concept of personal certification was developed out of recognition of this need, and ABICS finally achieved UKAS accreditation as a personal certification scheme in February 2009, launching as a cost-effective alternative to company accreditation for individuals and smaller companies. BOHS say they remain committed to the control of exposure to asbestos at work and in the community, and they maintain their original position, behind the decision to develop ABICS in the first place, that competence is key in this particular sector where lives can be put at risk through incompetence.
It is estimated that there are between half a million and a million non-domestic properties which still contain asbestos, and there is an increasing requirement for the more invasive refurbishment/demolition surveys which are particularly demanding.
In the worst case scenarios, incompetent surveying can and does result in uncontrolled exposure to asbestos if a tradesperson disturbs a material they wrongly believe to be free of asbestos: there are some 4,000 asbestos related deaths annually in the UK, with the greatest occupational risk for tradespeople, such as electricians, plumbers and joiners, etc.
Many BOHS members have seen the results of poor asbestos surveys and report that dutyholders – anyone with repair or maintenance responsibilities of commercial premises who must have a plan for managing any asbestos containing materials within the premises they own or occupy – are often unsure how to identify high quality surveyors.
“Unfortunately, the closure of ABICS means there is now no means for individual surveyors to demonstrate their experience and competence”, explains Martin Stear, Chair of the ABICS Management Committee, “but without a mandatory requirement built into legislation, this clear need for personal certification, and the high level of interest in ABICS, is not translating into an adequate demand in the form of actual applications from surveyors or specifications from Dutyholders. Sadly, therefore, the trustees and directors of BOHS have made clear that the Society can no longer justify support or resource for a scheme which is clearly not working.”
